Absolutely. We've been haggling with the travel agents for the last couple of weeks and went to book a P&O cruise yesterday for next year only to find the price had increased due to a fuel surcharge being slapped on of 100 per person. Damn! We then went back to the travel agent who gave us the next best price and they didn't add the fuel surcharge on! Best advice I can give is to shop around and be quick (well quicker than us anyway!).

Yes lots of cruise lines now adding a surcharge to new bookings, and looking at next year prices they have raised prices by a good amount maybe to cover increases in food and fuel prices.

Yes, only yesterday RCI/Celebrity announced they were increasing their fuel supplement prices again as of Jun 30th.
